Just like in the games, there are six classes to choose from. You pick this class upon creating a character and you go about leveling up that class by doing missions. However, in drawing from Fire Emblem, when you reach level 20 and then level up again, you promote into a new class. The new class is basically a more advanced version of whatever you chose to play, and levels up to 20. However, as a part of Mass Effect and its squad systems, you are free to name it whatever you like so you can have something that would fit your character and make a unique experience.
When your character is accepted, you initially start with 60 points to allocate into your stats as you see fit. There's no real "right" way to spend those points (though non Biotic classes increasing their BIO stat is pointless), just go with whatever playstyle suits you the most. That being said, be sure to check the weapons over in the Shopping thread in the Shopping board so you know what to grab according to your class.
When you level up, you gain an amount of points to be allocated into your stats. These stats can be allocated freely (unless the cap has been hit). Some skills, like Prodigy (which doubles your EXP gain), modifies either what you get upon leveling up, or how fast you level up. Consider these when making your character. However, as you go into more advanced classes, the amount of points you get upon level ups decreases. When you promote, that is, when you hit level 20 and then level up again, you get a flat 10 points that you can freely allocate as well. You do not get the points you would normally get for reaching "21", so to speak. Just a flat 10 points.
The following are the points gained upon leveling up for allocation:
Upon Acceptance: 60 points for allocation.
Base Class: 4 points upon level up, 1 extra point added for reaching levels 5, 10, 15, 20.
First Promotion: 10 points.
Promoted Class: 3 points upon level up, 1 extra point added for reaching levels 5, 10, 15, 20.
Promoted into STG or inducted into Spectre: 10 points.
Spectre or STG Class: 2 points upon level up, 2 extra points added for reaching levels 5 and 10.
The "extra" points are simply tacked on for that extra level. So for example, for the Base Class, you'd get 4 points at level 4, 5 at level 5, then 4 again at level 6.
The following are the max levels for each class.
Base Class: 20
Promoted Class: 20
Spectre Class: 10, requires induction.
STG Class: 10, Salarian only.
In essence, you have a max level of 40 if not a Spectre, 50 if a Spectre or Salarian.
However, that being said, as noted there are stats. These stats do in fact, have caps. Here are those caps.

However, if you get inducted to be a Spectre (or join the STG if you're Salarian), those caps are raised a little.
