So you want to be part of the Citadel Special Tactics and Reconaissance. Or, a Spectre. One of the toughest fighters in the galaxy. The Spectres are highly trained agents that work well when alone and have a wide variety of skills. The only people they answer to are the Council itself, and are even above law enforcement. Their status is so revered that even areas outside Council Jurisdiction tend to recognize their authority; such as Noveria.
However, Spectres are chosen, they aren't made. However, to reduce the strain of the Council and Spectres having to keep track of everyone, a form has been placed here for players that want their characters to join the Spectres. Just fill out the form and see what happens. The Council members will all weigh in on the application, and they can post accepting or denying it. It takes a Council Majority to be inducted into the Spectres. That being said, Council Members actually do need a reason to accept or deny an application. Of course, if a character is obviously grossly unqualified, that can just be the reason for a denial.
In the event of missing Council members, staff can step in.
Although the Council and the applicant are not the only involved parties. Any qualified Spectres may jump in on the application, and offer to take the applicant on a mission to see if they're up to par with what the Council is looking for. The Spectre is responsible for setting up the mission, but it's generally actual, applicable combat. Once the mission is finished in one way or another, the Spectre posts back here with a report on how the applicant did. Applicants can take two Spectres on a mission if they so choose, and if both Spectres greenlight the applicant, the Council needs a very good reason for a denial.
This is why Shepard is guaranteed a Spectre spot; so that people won't be applying without a potential Spectre to step in and help them out. It makes it so that, at any time on this site, there will always be at least one Spectre.
Once inducted, characters are allowed to promote into the Spectre class once they reach the last level of their Promoted class and level up again. This is not the case with STG members. STG works like Spectre in that they promote once they level up after maxing out their Promoted class, but if a STG member is inducted, they do not start as a Level 1 Spectre. Rather, they just transfer to Spectre (meaning a Level 7 STG member that gets inducted into the Spectres would just swap to a level 7 Spectre). Really, all Spectre does for an STG member is open up the Spectre only abilities and weapons.
